Applicant Checklist for Ontario’s Express Entry Human Capital Priorities Stream under OINP
When applying to Ontario’s Express Entry Human Capital Priorities Stream under the Ontario Immigrant Nominee Program (OINP), you must scan and upload the following required documents with your application:
- Notification of interest from Ontario
- Applicants consent form
- Identity documents
- Status documents in Canada
- Education documents
- Language test results
- Documents supporting your employment in Ontario (if applicable) and your work history
- Documents proving you meet the settlement funds requirement
- Résumé
- Any other optional documents (if applicable)
If you have dependent family members, you will also need to scan and upload these additional documents:
- Passports for all dependent family members
- Status documents for your spouse or common-law partner
- If applicable, documents supporting your spouse or common-law partner’s education in Canada
- Work experience in Canada
- Language test results
- Documents if you or your spouse or common-law partner have relatives in Canada
- Any other optional documents
Please note: All listed documents are mandatory unless specified otherwise. Additional documents may be requested during the processing of your application.
Nurses whose primary NOC falls under one of the following occupations do not need to demonstrate that they meet the stream’s education requirement if they are registered by the (CNO) in the General, Extended or Temporary class:
- NOC 31300 – Nursing coordinators and supervisors
- NOC 31301 – Registered nurses and registered psychiatric nurses
- NOC 31302 – Nurse practitioners
- NOC 32101 – Licensed practical nurses
Please upload a printout of your certificate of registration from the CNO ‘Find a Nurse’ registry in the education section of your application.
If you choose to be assessed against the Federal Skilled Worker Program and are claiming points for your education, please also upload the appropriate Canadian credential or ECA for which you are claiming points.
Notification of Interest from Ontario:
You must scan and upload a copy of the Notification of Interest (NOI) letter received through your Immigration, Refugees, and Citizenship Canada (IRCC) online account. A screenshot of the letter is also acceptable. Ensure that the copy includes the date it was sent to your IRCC account.
Applicant Consent Form
Complete, sign, and upload the form after receiving an invitation to apply and reviewing your application. Only the applicant may sign; representatives cannot sign on your behalf.

LANGUAGE TEST RESULT FOR CANADA PR FILE:
- To demonstrate your required language skills, scan and upload your English or French test results taken within two years of submitting your application.
- For English (CLB 7+), we accept IELTS (General), CELPIP (General), or PTE Core.
- For French (CLB 7+), we accept TEF Canada or TCF Canada. Ensure the entire page is scanned without any text cut off.
Documents to show employment in Ontario
- Job Offer:
If applicable, scan and upload a copy of your full-time job offer from an employer in Ontario. - Work Permit:
If you are currently employed in Ontario by the same employer offering you a job, scan and upload a copy of your current work permit. - Labour Market Impact Assessment:
If applicable, scan and upload a copy of the Labour Market Impact Assessment (LMIA) issued for your current Canadian work permit. - Work history documents
Documents to demonstrate that you meet the settlement funds requirement
- Funds
- To prove sufficient settlement funds, scan and upload your or your spouse’s recent three months of bank statements showing the financial institution, account number, balance, and account holder’s name.
- Also, provide a letter confirming your access to funds and liquid table investments. Redact credit card numbers to avoid delays.

Ongoing Employment in Ontario
To prove current employment, upload your two latest pay slips and a signed job offer letter detailing your position, duties, hours, wage, and start date.
Job Offer in Ontario
To demonstrate a valid job offer, upload a signed job offer letter on company letterhead detailing your position, duties, hours, wage, and start date.
Resumé
Scan and upload your most recent resumé, detailing your current and past work experience, education, job duties, responsibilities, residential address, email, and phone number. Ensure it’s updated and accurate for your application.
Intention to reside in Ontario documents
To show intent to reside in Ontario,
List ties such as:
- employment,
- job offers,
- education,
- volunteer work,
- lease agreements,
- professional networks,
- family, social connections, or previous visits.
- If none, provide a statement of intent. Ensure all financial documents have redacted credit card numbers to avoid processing delays.

Ontario’s Express Entry System streams
The Ontario Immigrant Nominee Program (OINP) utilizes the federal Express Entry System to manage applications for the following streams:
- French-Speaking Skilled Worker Stream
- Human Capital Priorities Stream
- Skilled Trades Stream
To apply, you must first receive a notification of interest from the OINP and maintain an updated profile in the federal Express Entry System with current work experience, language test results, and education. Registering in Express Entry does not equate to applying for the OINP or permanent residency; an invitation is required to apply to these streams.
Before you apply
Create a Profile in IRCC’s Express Entry System
Before receiving a notification of interest from Ontario, you must have a profile in Immigration, Refugees, and Citizenship Canada’s (IRCC) Express Entry System. To create this profile, follow these steps:
- Complete IRCC’s Questionnaire: This will help determine your eligibility for various immigration programs.
- Pre-Profile Requirements:
- Take a language test.
- Obtain an Educational Credential Assessment if your education was completed outside Canada.
- Identify the National Occupational Classification (NOC) code for your past work experience.
Profile Creation: When creating your profile, indicate your interest in Ontario by selecting Ontario or All Provinces and Territories.
Accuracy and Truthfulness: Ensure all information in your profile is accurate and truthful. Inaccuracies may lead to refusal of your OINP application, withdrawal of your nomination, or even a five-year ban from applying to immigrate to Canada.
To qualify for Ontario’s Express Entry streams, you must meet the criteria of one of the following federal immigration programs:
- Federal Skilled Worker Program
- Canadian Experience Class
When applying to the OINP, specify which federal program you want to be assessed against. For the Skilled Trades stream, you must meet the Canadian Experience Class requirements.
Notifications of Interest and Application Process
Receiving a Notification of Interest
- The OINP searches the IRCC Express Entry pool for suitable candidates.
- If selected, you’ll receive a notification of interest via your IRCC online account, inviting you to apply to the OINP.
After Creating an Express Entry Profile
- An Express Entry profile does not guarantee an invitation to apply for the OINP.
- A notification of interest does not guarantee a nomination.
- Ensure your profile information is accurate. Incorrect details may lead to application denial or legal penalties.
Applying to OINP
- Submit your application within 45 days of receiving the notification of interest.
- Follow the application instructions and meet all requirements.
Using a Representative
- You can use a paid representative, but it’s not required.
- Ensure you appoint a representative properly to retain control of your application. Self-appointed representatives are not valid.
After Submission
- You will receive an email confirming receipt of your application.
- Check your application status through the OINP e-Filing Portal.
- If nominated, apply for permanent residence with IRCC.
Withdrawing Your Application
- Withdraw your application via the “Withdraw” button on the OINP e-Filing Portal.
- You will only get a refund if you withdraw before processing begins.
Updating Personal Information
- Notify OINP of any changes to contact details, immigration status, or family composition.
- Use the OINP e-Filing Portal or submit a Change of Personal Information form as needed.
Maintaining a Valid Profile
- Keep your Express Entry profile valid throughout the application process.
- Notify OINP of any profile changes and include relevant documentation.
If You Receive an ITA from IRCC
- Decide whether to reject the ITA or withdraw your OINP application.
- If rejecting, request to continue your OINP application and provide evidence of rejection.
If Nominated
- Accept or refuse the nomination within 30 days in the Express Entry System.
- If accepted, apply for permanent residence with IRCC within 60 days, including your nomination details.
If Not Nominated
- You’ll be informed by email if your application is unsuccessful.
- Request an internal review if you believe there was an error in the decision, within 30 days of receiving the refusal notice.
Extension Requests
- You may request an extension of your nomination certificate if needed, providing an explanation and any relevant documents.
